Direct quote from what we'll term a "high integrity source":

Although we have yet to confirm, we at Hobbs Headlines take "illegal offers" to mean offers that are in excess of the Private World Rules individual salary cap (15+5 for first year, 15 tot in subsequent years.
If that's the case, I guess the play is to convince opposing bidders to go up to the legal max, and finding themselves outbid, give up and go elsewhere.
Another interesting point here: the Private World Rules talk about illegal contracts, but say nothing about "illegal offers". Technically, the strategy above is legal, perhaps a bit shady and possibly ingenious.
